Decreasing Barriers to Rental Housing

Our client required statutory clarity to continue growing in several states. While their business model was not expressly banned in any state, the statutory language was vague enough to create significant legal risk. RXN quickly hired local lobbyists in several states, developed messaging and collateral, identified bill sponsors, and engaged stakeholders to build consensus and support for legislation our client needed.

Challenge: An innovative company offering landlords a security deposit alternative needed statutory clarity to continue growing in several states. 

Solution: Hire lobbyists with ties to key legislators. Engage industry and community-based stakeholders to develop a consensus statutory framework that provides legal certainty for all. Survey renters in three states to provide legislators with confidence-building data and recruit citizens to contact legislators and support our client’s legislative goal. 

Result: Legislation was signed into law in Florida, Texas, and Washington - with bipartisan support. We also led efforts to defeat harmful legislation in Baltimore City, Texas, and Nevada.
